A belt grinder with lower HP motor will not provide you with a satisfactory performance which is necessary for knife making. Belt grinders with more than 1 HP motor will offer better performance. The higher the horsepower is, the better the machine will perform. Chinese motors are just fine, but you should avoid them as they do not last long.
